Yes, starting from the basics.

Probably been done in many other places - we would to cut down the internal
meetings - if there was a template available elsewhere, we can leverage
from that.

E.g.:

1- Download tarball (as we don't plan to commit - SVN tag co not required?)
2- Import to Eclipse and setup
3- Commit to local GIT or Subversion
4- Internal development and deployment

Likely steps 1..3 are somewhat generic to most institutions.
