I'm not so much interested in clarifying the old question as solving my
problem, which is to pass the X-Scheme and other headers to the backend
even when having "ShibUseHeaders On". (The old question says that "the
application ... was silently discarding all header variables upon
reaching one without a value", but I don't think this has anything to do
with my problem.)
