The filter isn't involved, it doesn't read the body (it physically can't, at least without consuming it). It's the extension half that does that part. Of course, it could be a filter that's doing the consuming itself, but all filters run first, so order relative to Shibboleth doesn't matter. It probably isn't another handler since normally any handler that consumed the body would be handling the request itself, but I guess it's not impossible.

What filters are installed that aren't default things?
