I don't think so, no. Whatever that ECP client is, it's using SOAP 1.2, and there's never been any formal support in SAML or ECP for SOAP 1.2. It looks like they've built something that wouldn't ever work with Shibboleth or really any ECP implementation I know of. That's a serious issue.
