Shib_IdP3 installation error,Could not open ServletContext resource

Hi, 
I would like to upgrade IdP from V2. I have installed Tomcat8.0.21 and
Shibboleth-identity-provider-3.1.1.2 on Windows Server 2012. I  have set
-Didp.home=C:/Program Files (x86)/Internet2/Shib2IdP according to
Shibboleth_Wiki but I get constantly following error:(Windows short name is
also not helping)

[ERROR] : org.springframework.web.context.ContextLoader: Context
initialization failed
org.springframework.beans.factory.BeanDefinitionStoreException: IOException
parsing XML document from ServletContext resource [/C:/Program]; nested
exception is java.io.FileNotFoundException: Could not open ServletContext
resource [/C:/Program]

I would be very grateful if you help me in this matter.
