Also, I noticed your installer made a change to the Windows firewall rules automatically. I know in our shop, we have specific GPO's governing modification and use of Windows FW, your install may get negative feedback from those calls because of GPO blockage. Probably unrelated, just an FYI.

Playback from my event log, order by date desc:
- Windows Installer installed the product. Product Name: Shibboleth IdP V3. Product Version: 3.1.1.1. Product Language: 1033. Manufacturer: The Shibboleth Consortium. Installation success or error status: 0.

- Product: Shibboleth IdP V3 -- Installation completed successfully.

- Ending a Windows Installer transaction: C:\Installation Files\shibboleth-identity-provider-3.1.1-x64.msi. Client Process Id: 2868.

- Beginning a Windows Installer transaction: C:\Installation Files\shibboleth-identity-provider-3.1.1-x64.msi. Client Process Id: 2868.

I just ran the 3.1.1 installer on a 3.0.0 IDP. Same results, the installer completed successfully but the shib IdP version.bat is still 3.0.0. 

Is there an installer log you'd like me to grab?

If you get any further details I would be very happy to look at a bug report about this.  I suspect that this might be repeatable if some third party tool made adjustments to some of the jar files, which might end up with them being retained.  There may be mitigation we can do.
