UTF-8 messages in Shibboleth 3

I put the Polish translation of error and consent messages to the messages directory - these are UTF-8 strings, but they aren't displayed properly.
I ended up with modifying the system/conf/global-system.xml file
to add the property
p:defaultEncoding="UTF-8" to the bean id="messageSource"
I know that all files in system directory should remain untouched.
How should I do this properly?
