I just read this again.

You need to set up idp.home on the tomcat command line to point to where
your installation is.

1) Run the tomcat config program
2) Goto the Java Panel
3) In the Java Options add this:

		-Didp.home=C:/opt/Shibboleth/IdP

I'll try to change the documentation to make this clear and I'll put in an
RFI to change the default installation dir for non-jetty installs.
