Latest release is v3.0.1.
You would know this by the tar.gz / msi installer file name.

Also the idp.properties file is a v3 construct. :-)

For v3, yes.

The docs on IDPv3 are skinny at present but getting better each day. 
Overall concept info is best found in the SHIB2 area but specifics to the IDPv3 install are located in the IDP30 [1] location.
