I was actually trying to go from IdP installation in C:\Program Files
(x86) to C:\Program Files.
Not a big deal, but I did expect to be able to do a clean reinstall at the
location of my choosing.
Or are you saying it's hardcoded to install in C:\Program Files (x86)?

Me, with the leading ">" mistakenly brought over via the copy & paste.

Jetty will always be installed in Program Files. You cannot control that.
There are no user adjustable parts in there so it should matter.

You could enter an RFI to get it changed, but as I mentioned earlier I
actually prefer having it put there (the SP analog is all the third party
libraries which also go to Program Files with no option to change.

I'd be reaching procmon at this stage and see who was responsible for
zeroing it (but I have spent a fair bit of my life trying to work out
interop issues with AVs)
