No custom relying party configuration found

I am trying to test my SP against testshib.org and I am getting a "no
cusotm relying party configuration found" error (see below) in the IdP
logs.  I checked to ensure that my SP is sending across the correct
entityID ("https://shib.zurigroup.com/shibboleth") as you can see in
the error below and also looked on testshib.org and confirm that
"https://shib.zurigroup.com/shibboleth" is listed as a current
entityID, which it is.

This has worked in the past...

Any ideas?
