idp v3 - unsolicited sso failing

i've got idp v3 running with encryption enabled.  SP enabled sso works
great, but unsolicited fails with the following in the logs:

2015-03-15 10:56:24,784 - ERROR

be signed, but inbound message was not signed

org.opensaml.messaging.handler.MessageHandlerException: Inbound
AuthnRequest was required to be signed but was not

org.opensaml.saml.saml2.binding.security.impl.SAML2AuthnRequestsSignedSecurityHandler.doInvoke(SAML2AuthnRequestsSignedSecurityHandler.java:77)

It looks like the idp is looking for an authnrequest even though one
doesn't exist.  Is this a bug?
