AFAIK TestShib is still running the v2 IdP.  I don't know if that
service offers to configure a custom RelyingParty. That would be
required to turn off encryption.

But the real question is: why do you want to turn off encryption?  If
it's just b/c you want to see the data that the IdP is sending in the
Assertion, I believe the SP has DEBUG logging you can turn on to see the
decrypted Assertion.
