Not without an extension to SAML and/or a non-interoperable convention specific to a given IdP.

I noticed after looking that I don't see any support in iOS Safari for setting language preferences, and that's a horrible bug, given that browsers all generally support this just fine and apps are making a mistake by subverting that. But I imagine Apple botching this is one reason why.
