relaystate urlencoded

i have problem to setup Shibboleth SP with one Idp , the important from
that idp is the relayState is sent like this
ss%3Amem%3A888b15b27b4f0b675d7917a028af469485bfaf6f3e8b72a30de3a428be6c1fbe

in another words the url is already encoded and shibboleth SP cant redirect
the response into the target .

the log is printing :

ACS returning via redirect to
ss%3Amem%3A888b15b27b4f0b675d7917a028af469485bfaf6f3e8b72a30de3a428be6c1fbe


is there any solution for that problem on the SP part .
