ADFS 2.0 (IDP) and Shibboleth 2.5.3 (SP)

I’m having issues decoding a attribute and can’t figure out why.

attribute-map.xml:

 <Attribute name="urn:oid:1.3.6.1.4.1.5923.1.1.1.6" id="eppn">
        <AttributeDecoder xsi:type="ScopedAttributeDecoder"/>
</Attribute>
<Attribute name="urn:oid:1.3.6.1.4.1.5923.1.1.1.6" nameFormat="urn:oasis:names:tc:SAML:2.0:attrname-format:uri" id="usc_eppn" />

Response:
<AttributeStatement>
<Attribute Name="urn:oid:1.3.6.1.4.1.5923.1.1.1.6" NameFormat="urn:oasis:names:tc:SAML:2.0:attrname-format:uri">
<AttributeValue>Test at moose. <mailto:Test at moose.guthnur>symp</AttributeValue>
</Attribute>
</AttributeStatement>

it matches perfectly to the attribute-map.xml that I can tell but doesn’t get passed to apache and php. Any ideas ?
