Try adding that (replacing the id with your SAML1 SP's entityID value) to your IDP's conf/relying-party.xml and restart the container:

  <rp:RelyingParty id="the-SAML1-sps-enityid" provider="https://s01-devl-shibboleth-idp.web.capitale.qc.ca/idp/shibboleth" defaultSigningCredentialRef="IdPCredential">
    <rp:ProfileConfiguration xsi:type="saml:ShibbolethSSOProfile" includeAttributeStatement="true">
  </rp:RelyingParty>

If that fixes the "no attributs at the SAML1 SP" problem you know that the attribute query from the SP to the IDP failed.
If it doesn't fix this we'll all be very much surprised.
