I assume you mean with testshib. That isn't part of using the IdP, not in
any standard scenario. You don't have to register your IdP with anybody.
Install an SP and you don't need testshib.

If you need Kevin to do something with testshib, you're better off putting
something like that into the subject line, not asking a generic question.
