IdPv3 - regex activation condition

It looks like the best we have so far is

ActivationConditions but that is very limited.

For the record they are all defined in system\conf\utilities.

Scott has authored the majority of the Functions and Predicates so I'd defer
to him, but I don't think that we have a regexp match Condition.
