refreshing remote arp

Hi,
I have strange problem with remote arp refreshing.
After restart tomcat8  IDP (3.x) loads remote source
The headers from remote source :

With this refresh attempt idp doesn't update local file - looks like for 
some reson the method isServableFromCache   doesn't match Cache-Control 
received from remote source

And IDP doesn't send further refresh requests.

any ideas?
