IDP 2.3.8 - SAML1 SP not receiving attribute statement.

Hello,

We have many third party and internal SP's that are working fine, but one of
our older third party SP's are no longer working against our IDP.  
It is making a saml1 request, but the assertion response does not have an
attribute statement in the response. This is for an InCommon SP, and it is
not an internal relaying party.

I have used AACLI and it shows all the goodies I want correctly, so I think
my filters and resolvers are working fine.

What and where should I look for ?
