Metadata requireSignedMetadata=false Behavior

I don't understand why any documentation would care what the ID is, but if "both" means V2 and V3, we should yank any V2 documentation associated with testshib, I think.

Since v2 remains a supported distribution for awhile, I hoped TestShib could support it too.

For the reason why I used the ID's, please see my other message.

I'm sorry for misinterpreting how the trust engine works.
