Okay, am I supposed to generate some fake metadata to put in on the shib IDP side since I cannot get any out
of PagerDuty?

The SAML endpoints for the SingleSignOnService function are as shown in the example metadata the IdP installer generates. Other than correcting for hostnames or anything of that nature, the paths in those URLs are as shown in the metadata file. The /idp/profile/SAML2/SSO/Redirect endpoint is the primary one generally uses.
