Specify it to do what?

I don't know what you're asking. None of those elements matters in that specific example, so I don't think that's what you're really asking. If you want to apply content settings to a patch, you put them in the <Path> element. Is that the question?

Not unless you're changing the handlerURL and implementing application overrides at the path level.
