Windows vs linux

Are you asking about the IdP or SP?

If IdP, IMHO installation is vastly easier on Windows due to the option of
the managed Jetty instance (and the installation GUI prompting you for
your LDAP config).

If SP, I think Linux is easier, assuming you are running Apache.
