InCommon has virtually no requirements that it actually enforces on its members. What it advises or suggests is a different matter. But if the metadata management page required SAML 2 support from an SP (and I didn't think it did), any SP that was forced to register itself and couldn't actually supply the SAML 2 information would likely make it up because of course that's what people do when they're facing that sort of round hole and square peg. They just push hard.
