Because you are upgrading. Using a legacy relying party file is NOT what that documentation is about. If you're using the older syntax, then the V2 documentation is still the relevant reference for what options exist and how they work.

And the nameIDFormatPrecedence property is and was documented there, and I said from the first response that which way you do this depends entirely on whether you're using a legacy file or not.
