Signgo Ilex as IdP with Shibboleth SP

So, Scott, I was trying to use the different values for RelayState and
authenticate with my own IdP in order to check the behavior. the customer
has not replied yet to the information I sent him about his IdP.
In both /ss:mem/ and /cookie/, a ":" char is sent inside the value of
RelayState
RelayState: cookie:29002348
RelayState: ss:mem:29002348be188467e14a6c3dd62cae72
I think we can be 99% sure that the IdP will send that ":" back as "%3A"...
Unless it has a specific handler for URLs I guess?
So I'll ask the obvious question - is there any value for RelayState in
ShibSP that will not send any special chars that will leave the IdP the need
to encode them (due to its bug, of course)?
