Signgo Ilex as IdP with Shibboleth SP

Well, Scott, granted their IdP has a bug, we still have to do our best to
support them in fixing it. this is not some university testing setup, this
is an enterprise, contractual binding setup that we need to support here.
"it's broken bye" is not an option.

They have around 50 Service Providers working with this IdP successfully.

I don't know enough about SAML implementations in the real world to come to
an understanding, whether all those 50 SPs ignore the malformed RelayState,
or is RelayState not necessarily used in all of them. as you can see in the
link from the "Symplified" IdP vendor, they do have some workaround in the
IdP configuration to resolve this.
