Configuring Shibboleth IdP to authenticate based on IP

Hi, I am working on configuring a local IdP for testing my SP, I have
followed the guide here
<https://wiki.shibboleth.net/confluence/display/SHIB2/IdPInstall>. The
version of the IdP I am using is 3.0.
I was able to successfully install the IdP and get it running. My issue is
around it seems to me that I am missing a large number of components.
For instance I expect to find a login.jsp available somewhere in
$IDP_HOME/webapp/, or I expect to find certain configuration files located
in /opt/shibboleth-idp/conf handler.xml or logging.xml in particular are
missing but I do have thing like relying-party.xml.
So my question is, am I missing a portion of the install or are these files
that I need to create in order to use? If I am supposed to create them
could some please point me in the direction of where I can find some
example of the structure of these files?
Also could someone please point me in the direction of a more complete
tutorial for how to configure the IdP to authenticate based on the IP. I
have been following the guide here
<https://wiki.shibboleth.net/confluence/display/SHIB2/IdPAuthIP> but the
guide does not mention where the login handler entity should be defined. If
someone is not familiar with a better guide could you please let me know
where this LoginHandler entity should go? Is it supposed to go in my
currently non-existent handler.xml file?
