You can find out what RelayState is by reading the standard. If that is in 
fact the problem, then what's wrong is that their IdP is broken, which you 
can't fix by yourself. The cause of the error would be that they're 
molesting the value sent by the SP and not returning it intact, causing 
the SP to try and treat the value as a plain URL to redirect to rather 
than a state token it generated.
