Signgo Ilex as IdP with Shibboleth SP

Yes, Googling this error before has got me to hints that this is related to
Malformed relay state.
However, Scott, I would really appreciate if you can share some more
information on what this actually means, which configuration is actually
wrong, and what would be a direction to fix it.
