I really have no idea, I'm just pointing out that the ADFS server is 
issuing a WS-Fed request there, which is entirely out of the bounds of any 
ADFS/Shib IdP integration. Presumably it's a rule somewhere that is 
protecting some resource with a WS-Fed-based IdP.
