datasealer error "Cipher key is not a symmetric key"

Hello,

We have a test shib idp server, it is 2.4.0, recently we made some config file change by adding a new local SP metadata file, but after the change, idp won't start with datasealer error of "Cipher key is not a symmetric key".

1.      It worked before the change

2.      Even after I reverted back change, idp still with the same error.

3.      The datasealer configed according to shib wiki, even named just like wiki page.

4.      I checked secret.jks keystore, the last modify date is 2 year ago, I assume the key is not tampered

Does anybody has any ideas how to fix this error?
