I recently just set up a Tomcat 8.0.15 for another project here, and it
doesn't launch with any java.ext.dirs arg at all - so it just gets the
correct, default location for the JDK.  In fact, I grepped all the
scripts in /bin and I don't see it ever doing anything with
java.ext.dirs.  So I'm betting this was local config, perhaps via
setting the CATALINA_OPTS or JAVA_OPTS env vars, which their catalina.sh
evaluates.

So I think we have to let Tomcat off the hook here.  :-)
