need help with Shibboleth IDP 3.0 installation

I re-installed the IDP. I still got the same error in the log. But seckeygen.sh ran successfully. I ran seckeygen.sh under the same user that Tomcat running under.

And? What happened? If nothing, then it should have updated the key version number in the relevant file. If it did, then the command line is able to do something Tomcat can't.
