Because some people want to use certificates to authenticate to the IdP. 
That doesn't have anything to do with how the SP works. The SP supports 
SAML SSO via browser and ECP profiles (and WS-Federation via browser). And 
it has the back door hook for plugging other things into it without having 
to write C++ code, which I linked you to. That's it.
