Moreover, that character was inside a comment like this: <!-- The Name of the enterprise metadata öwner -->. 2.3.1 had no issue with that character. Is this a bug? Just curious. I can get rid of the umlaut blessed O and the issue is resolved but was curious why this occurred.
This kind of thing often happens when you glue together lumps of text which were encoded in different ways. For example, if you glue together some UTF-8 text with some Windows code page 1252 text, this kind of thing can happen.
