Handling IdP cert rollover

Thanks Scott! I don't believe we're encrypting anything (encryption defaults
to false in ApplicationDefaults, and we certainly haven't explicitly added
any encryption settings elsewhere, as I understand it).

Thanks too for the info on KeyDescriptor ordering, that's very useful.
