Your browser only maintains one set of cookies with the IdP. When you completed the authentication in the second tab, the cookies used during the authentication sequence were removed. So when you submitted the first tab data, there was no longer any state data.
More relevant is that there is never a reason to perform this sequence when using SAML SSO. You login with your first application access, then let SSO handle the subsequent logins.
