Publishing IdP's metadata?

I'm using the Windows version of Shibboleth, bundled with the IdP,
available at http://shibboleth.net/downloads/identity-provider/latest/.  My
file is at: C:\Program Files (x86)\Shibboleth\IdP\metadata\idp-metadata.xml

The file has no newlines at the beginning.  The output served up by
/idp/shibboleth has two.
