Scott,

Yes I was able to make it work using by not allowing Tomcat to scan the jar files.  I would suppose that a side effect of not scanning to improve performance is that Jar files that would otherwise fail to pass muster under Tomcat's new scanning are ignored (https://tomcat.apache.org/tomcat-7.0-doc/config/jar-scanner.html).

It is, but I don't believe it results in outright failure, just long and unacceptable delays.

That error simply means the context didn't deploy, so there should be errors in the IdP log.

Were you able to make that work? Nothing I tried had any great effect. If it's possible to do this, we need to document that for V3.
