Deny attribute release to federated Service Provider for specific users.

Hi all,
We have a use case where we want to deny the release of specific attributes to a SP based on the value of another attribute.
I'm fairly confident that we can do this based on information found in the wiki [1] "Deny Personal Attribute Release if ....."
The issue we have is that the SP is a member of a federated service we belong to viz: (Australia Access Federation - AAF) so we have 2 attribute filter files
aaf-attribute-filter.xml automatically downloaded from the federation on a regular basis,
and
attribute-filter.xml for other SP's.
The thought is to put the deny rules in attribute-filter.xml so users with the specific attribute value don't have other attributes release while users without the specific attribute value get all of their attributes released based on what is in the federations attribute filter file. Is this workable? Can you specify the precedence of which attribute filter file is used first?
