Signgo Ilex as IdP with Shibboleth SP

So - to close this one out. a bug in the Ilex IdP caused the RelayState
parameter to be returned in a malformed manner - differently than what the
SP sent it out. the IdP returned it encoded.
A hotfix by the vendor fixed the issue.
