Yes. More or less, everything above <ApplicationDefaults> is loaded only at initial startup and everything inside it (or referenced inside it) is dynamic. There are some minor exceptions to that, but it's mostly true.

I assumed you had restarted for the simple reason that Apache normally is spawning and shutting down processes anyway, so I figured you wouldn't have gotten that error on the Apache side.
