OK this is probably obvious in hindsight but wanted to make it explicit for
the record.

After restarting Apache the error has gone away, and the handler is
returning a more specific error message (“Unsupported request to ADFS
protocol endpoint.”) which seems reasonable.

So, am I right in thinking that in this situation (adding an extension
library) one *cannot* rely on auto-reloading of shibboleth2.xml and must
fully restart Apache?
