WS-Federation: Shibboleth handler invoked at an unconfigured location.

OK. So what could be the cause? I have both halves referenced in
shibboleth2.xml:

    <OutOfProcess>
      <Extensions>
        <Library path="adfs.so" fatal="true"/>
      </Extensions>
    </OutOfProcess>
    <InProcess logger="native.logger">
      <Extensions>
        <Library path="adfs-lite.so" fatal="true"/>
      </Extensions>
    </InProcess>

Do I need to turn up some logging somewhere?
