It's not 100% the same in that the original issue had to do with somebody setting the idp.home path explicitly, whereas the regression is that we removed some code that was semi-unintentionally doing the slash conversion on the implicit idp.home value.

Anyway, I think for now just doing a global replace on what gets set if idp.home isn't set explicitly is the lowest risk fix, so I'll do that and test it on Windows today.
