Then you're mixing things.

If you want to upgrade, then you install on top of V2 and you let the installer toggle on the legacy relying party support. And then you will get that bean because it's referenced by the old relying-party file.

If you don't want to upgrade, you install fresh, you don't get the legacy relying-party property set, and you won't get that bean.
