Installation not generating sp-cert.pem file

Hi, 

When I run this command (.\keygen.bat -h myServer -y 10), it is not
generating the sp-cert.pem and sp-key.pem files.  This is a Windows Server
2012 machine. I've tried ".\keygen.bat". -h myServer -y 10.  It gives me a
different error.  Ironically, I just installed Shib on another machine and
that installation went fine. Any idea on where I start to look to
troubleshoot this?
